She has served as National Aquatics and Scuba Director for the YMCA of the USA, where she provided resources and advice for aquatic programming and management to YMCA organizations across the country. She led the development and design team for the recently launched Y Lifeguard Program. She has worked for the YMCA of Central Florida as the association’s Program Development Director and for the YMCA Associations of Dallas, Greater St. Louis, and San Diego County. "I’m honored to step into this new role,” said Smiley, "and I’m excited to be part of USLA initiatives that tie together so many threads of my career. I look forward to working with the highly talented USLA national officers, volunteers, and Certified Lifeguard Agencies to elevate beach lifeguard standards and to help reduce the incidence of injury and death in the aquatic environment.”

According to B. Chris Brewster, USLA President, "We conducted an exhaustive nationwide search that included individual screening of over 30 nonprofit professionals. Kay was our top choice and we were thrilled that she was in a position to accept this role. Her substantial experience in lifesaving and drowning prevention, as well her past collaborations with the USLA at the national level make her a perfect fit.”

Kay is a proud alumnus of Southeast Missouri State University where she earned a Bachelor of Science in Recreation. She is married, has two children, and currently lives in St. Augustine, Florida. Kay is an avid swimmer, scuba diver, reader, and beachgoer. The nation’s beaches will be safer for her contributions.
